Can configure ORDS in Oracle EBS R12.2.10 Database

Hi,

I need to create REST API to retrieve some data from Oracle EBS database, I have 19c database version with R12.2.10 release version. My question is can we configure ORDS on this database to exposes or retrieve data to external system.
