Transactional Shipment Consolidation not working in R47011

Hi,

When I set the Transportation Constants to Transactional Consolidation, the system does not create shipments for sales orders created through EDI R47011. The order type S4 line type S is set up in UDC 49/SD.

Is this a known constraint or a bug?
