PUM 23 Change to Variable Data Button for 3Cs Data Entry Pages

We have found that PUM 23 made changes to when the variable data button appears on the pages for entering communications, comments and checklist items. Previously the button would become active upon entry of the Admin Function, which makes sense since certain admin functions (GEN) do not require variable data. Now you have to enter both the Admin Function and another field (communication category, comment category or checklist code) before the button is enabled.

This was most noticeable on the Communication Management page because many of our users use the Communication Key to enter the data rather than actually populating the Category field manually. We have applied the patch to "fix" the Communication Management page so that entry of the Communication Key will enable the Variable Data button. However, our users still have two questions.
