Variable Data button greyed out on 3C pages

Hello,

I have seen a lot of discussion on the Bug in Doc ID 2824206.1 and the subsequent patch fix. However, I have not seen an explanation of why Oracle added code to 3C that prevents access to the Variable Data button when the category field is null. Is this related to some future development?
