PeopleSoft Project Costing team members need to be removed for a certain time period.

Is it possible to remove a team member from a project, to not allow them to record time to that project but have the ability to be added back? We have been deleting the members and then re-adding but we have a large number at this time and wondered if there was another way. We tried changing the start and end date on each team member but that didn't seem to work.
