Event Creation (INPCCREA) Process not picking up zero quantity items

Hi,

Any idea why zero quantity items not being picked up by the Event Creation (INPCCREA) Process when the Include Zero Quantity option is selected on the Create counting event run control?

We're on PeopleSoft 9.2
