Set default expendature type for externals and contractors

Hi,

I'm currently working on the ERP OTL self-service time-card configuration and I'd like to know what would be the best method for setting default expenditure types for externals and contractors.

I'd like a way to auto-fill time-cards for specific roles to still have access to all expenditure types but for a majority of the time set their expenditure type to one of my choosing, all suggestions welcome.
