Work Request Approval process

Hello,

We have the next situation:

When a Work Request comes to two users for approval, and Approver 1 sends a request for information to the initiator, while the request leaves the initiator, the approval notification continues to be on the Work List of the Approver 2.

Even before the initiator responds to Approver 1, Approver 2 can approve / reject the Work Request.

Is it possible to make it so that for a while, until the initiator responds to the request for information, the second approver could not agree / approve the Work Request?
