Did anyone have an issue applying BUG27472506 ACA_EMP_MO_CH4 has incorrect fields

We tried applying BUG27472506 that is to correct record ACA_EMP_MO_CH4 field order for CHAR4_03(MAR) and CHAR4_02(FEB). Shouldn't the order in DB also reflect the change in the order of these 2 fields like it is showing on record in app designer.
