Orchestrator 'Continue on Error' Fail

Hi,

I am trying to create a mass load orchestration for Address Book and have hit a block☹ when an error is encountered in the iterative form service request where ‘Continue On Error’ option is selected. The orchestrator/Form SR does return the error messages from the SR when I set up as 'Continue' in the SR. The orchestrator should finish it even I'm sending in blank the fields of the SR.

Is this a bug?
