What field controls future commitments?

I have my branch plant constants commitment setup for 21 days. When I place a SO and it is outside that 21 days it shows as future commit in P41202. When it becomes inside that 21-day window, we see we can run R42995 that will take the future commit off and hard commit at that time.

But, my question is, does the program to put it to future commit look at the request date or scheduled pick date? I have found a couple of Oracle articles and seems like one said the request date and another said scheduled pick date. Sometimes a CSR will go in and change the scheduled pick date so it's inside the 21-day window but nothing happens. When testing we changed the request date to be inside the 21-day window and the future commit came off and hard committed. So we are leaning toward request date being the
