RFPs/RFQs - using the Purchasing system to initiate & track user requests for proposals/quotes

We are using eProcurement Requisitions to initiate and track Department requests for proposals and quotes. Departments create a Requisition for $0.01 and attach supporting documentation containing the requirements, etc. Purchasing Department creates bid events and manages the process using the Supplier Portal.

My question: is there another way for Departments to initiate the request and Purchasing to track the request other than creating Requisitions for one penny?

I am new to supporting ePro and Purchasing, any thoughts, suggestions would be greatly appreciated.
