Is Weblogic 10.3.6 affected by Log4Shell?

As indicated in Security Alert CVE-2021-44228 Patch Availability Document for Oracle Fusion Middleware (Doc ID 2827793.1), the document applies to Oracle WebLogic Server 14.1.1, 12.2.1.4, and 12.2.1.3; and Oracle Fusion Middleware 12.2.1.4 and 12.2.1.3 products installed with the FMW Infrastructure, question, does this mean that other Weblogic versions are not affected?
