ORA-27486: insufficient privileges

We have 12c and 19c database .

After upgrade database from 12C to 19C database we are getting insufficient privileges to user when trying to run DBMS job.

I have all roles and privs as compare with 12c and 19c but i could not able to run the DBMS jobs on 19c database where as 12c database i can able to run the DBMS jobs.

Note: FID have same privs and roles on both 12c and 19c database
