Can I ıssue scrap(IO) with using P311113?

Hi experts,

I want to issue scrap with P31113. I have added scrap percent on BOM for component item. I have completed and consumtion WO. But I cannot see IO fo component ıtem when I controlled P4111. The customer does not want to use separately on P31116 for component scrap Could you help me please?
