ODAC 12c Release 4 (12.1.0.2.4) - Install error

User installs of ODAC 12c Release 4 (12.1.0.2.4) have been successful. However, when the release management team attempts a service level install (in preparation for HVD packaging). the attached error is encountered. Any advice would be appreciated.
