ePro Fluid Requisition - Continue Shopping button not working in Checkout page

In our development environment, we can start a new requisition, add a service line, continue to checkout and everything is fine. However, if we press the continue shopping button/link, nothing happens.

In our DEMO environment, the continue shopping does take you back so you can add more lines.

We are on 9.2.38. Any idea's what might be missing in our DEV environment? I tried adding all Weblib's to the base user permission list, but that did not resolve the issue.

Our contract worker has submitted a SR - but wonder if someone in the community would know how to resolve. Thanks.
