Create RedHat repository on Oracle Linux 8

I am creating a repository server for our Linux servers, where we have Oracle and Redhat. I have successfully created the repo and reposync from Oracle site. But I have got problem to download patches from RedHat site, due to errors. As I can't install subscription manager on to the server, how can I do?

/usr/bin/reposync --newest-only --repoid=rhel-8-for-x86_64-appstream-rpms -p /u01/yum/localyum/content/dist/rhel/server/8 --downloadcomps --download-metadata
