PDB clone without db link is it possible.. want to avoid unplug/plug

do we have any feature for pdb clone without dblink like we do unplog/plug using xml and move it to different server/cloud.

reason I am asking is currrently we are ending up and doing too many datapumps for migration from on-promise to cloud.

if we have pdb clone without db link like unplug/plug .source will be intact incase target has issues.. and it can be used for migrations instead of datapumps.
