Interface Trip Stop did not get submit using API

I am using EBS 12.2.10 with database 19c (19.10.0.0.0) I am using WSH_DELIVERIES_PUB.Delivery_Action api to ship confirm orders. Parameter p_sc_close_trip_flag has been set to Y to submit Interface Trip Stop request but it is not getting submitted. Sample code has been provided for review. Please suggest if there any mistake in sample code.
