WA Care Act new hire/re-hire default

It was reported by the Governor of WA the WA Cares Act is on hold, possibly until 2023. I update the flag on the Company State Tax table for the Long Term Care to be checked for Not Applicable effective first quarter of 2022 but the new hires are still defaulting to show as Subject in the *LTC Status box. What else needs to be updated so they default as Not Applicable?
