Did the ability for employees to edit their beneficiaries go away?

It appears after we loaded PUMS 38 and 39, employees no longer have the ability to modify their beneficiaries or the allocated percentages. They currently can only change them during a Life Event, but they used to be able to do it at anytime. Has anyone else experienced this?
