DC PMFL not calculating tax liability for 2022 after change to MISC2 tax

Per the YE Phase 2 patch for 12.2, VERTEX CHANGED DC FMLA TAX HANDLE FROM MISC1ER TO MISC2ER

Currently, Oracle processes the District of Columbia (DC) Paid Family Leave (PFL) tax using the MISC1-related tax infrastructure. The DC PFL tax structures have been changed to the MISC2 tax architecture to accommodate the Vertex changes that are effective January 1st, 2022

Ran Quick Pay for several DC EE's dated 14-JAN-22 and the results are in MISC2 but the wages are treated as Excess & not Taxable, thus no tax liability is calulated
