Need a method to default a Credit Limit on customer accounts

My users are requesting that we set a default credit limit on new customer accounts. Is there a way to set a default value of $1.00 in the customer master P03013 ACL, for company 00000? Also, can the Workflow be set to only send the credit manager notifications when the credit limit is above that default value? Currently the system is notifying the credit manager for all new accounts, regardless of credit limit. We are using LOB processing, and are on E1 9.2.4.5.
