Was there no upgrade to the "getBugsforBundle" in (12.1.0.2.211019 Bundle Patch (OCT2021-BP))?

I setup a new V12.1.0.2 home and patched it up as usual (in AIX)

Patch 33248411: DATABASE PROACTIVE BUNDLE PATCH 12.1.0.2.211019

Platform IBM AIX on POWER Systems (64-bit)

But I see an issue (I believe):
