Unable to close the shipped and partially received transfer order

We have a scenario in the oracle fusion where the entire requested quantity is shipped from the source organization for a transfer order. Assuming that some quantity is lost during the transportation, the destination org has received partial quantity. The expectation is to cancel the transfer order while it is not fully received and the remaining missing quantity should reversed back to the source organization. How can this be achieved.

Example: Quantity shipped by source org = 50

       Quantity received by destination org = 30

       The remaining 20 quantity is lost during the transportation.

Now, the TO status will be open and the fulfilment status will be shipped and partially received.
