Migrate from Oracle 9i on HPUX to Oracle (19/21/23)C on Windows

We are in the process of migrating to Oracle 21C for Windows. 

Due to some legacy software limitations we are currently running Oracle 9i (9.2.0.2.0) on HP Unix(HPUX). As 21C no longer supports NON Container databases, I am looking for guidance for migration. 

We have 3 Instances, one for Development, Test and Production. Each environment is a Mirror of production.

Each Instance has roughly 5 User databases with approximately 800 tables, with 80% of the tables in a single schema that has the most activity and contains most of our transactional data.

Here are some questions that come to mind:

  1. Would migrating to 19C first be a better path as NON Container Databases are still supported, upgrading to 21C or 23C later?
