New W4-P and W4-R'S in tax update 2021-E

Hello,

I was asked today about how the W4-P's and W4-R's work. If you today do not payout pension distributions, etc. via payroll, would we ever see the W4-P/W4-R's as an option? Are the new W4's only for PeopleSoft customers who use the pension module? Overall there is some concern an employee might fill out the wrong form in self-service. Is this a concern?
