Is there any setup can disable auto-approve Change Request when cancel PR line?

We are using R12.2.7. For approved PR which has been converted to PO:

Case 1 - Requester tries to cancel line with price in iProcurement, change request is triggered and waiting for buyer's approval.

Case 2 - Requester tries to cancel the PR line with zero price, change request is triggered but auto-approved.

Question 1 - are the results of the above 2 cases correct?

Question 2 - which setup control auto-approve or not?
