"No Allocations Exist For This Move Order Line" - Cause?

In the last 6 months or so I have had a number of situations where a user contacts me because they are not able to transact a move order. When selecting the move order line they immediately receive the error "no alloctions exist for this move order line".
I know how to 'fix' this - backorder that move order line, reassign the delivery detail to the delivery (if required), and re-pick with "Auto-Allocate = Yes" enabled.
As best as I can tell it appears to me that the original pick was run with Auto-Allocate=Yes and that the move order line was valid at one point but now the allocation/reservation is somehow corrupt or gone.
