order workflows stuck using retry

in Order and Service Management (Communications Industry) (MOSC) Question

We are having Order workflows customized for Standard , Drop shipment. We have some ship holds then order workflow is supposed to progress automatically after ship hold release from web system or after credit hold . order workflows are not progressing and we are manually retrying large volume of Sales Orders. Please help with suggestions to resolve the workflow retry issue currently facing in production.
