A certain Operating Unit cannot access the blanket purchase agreement

We find that a certain OU cannot access the BPAs created. Tried to turn off the the customization and also checked the database that the BPA exists. On application level, can find the BPA at PO summary search result, but after clicking open it, the PO form cannot show the BPA.
