Problem with Oracle Text after applying the patch 33155330

There is a problem with Oracle Text after applying the patch 33155330. Test case can be done by running the binary file ctxhx.exe, which ends with the error: The program can't start because libdb_sql181.dll is missing from your computer. Try reinstalling the program to fix this problem.

Once the rollback of the patch 33155330 was done, the error disappears.
