MDE Installation - Oracle Database Client and SE2 Database Required?

Generally speaking, I love the MDE installer so we can be much more efficient in selecting the files we need to install within the monthly updates. Based on the Readme, we should only need File #2 which contains the Siebel Binaries, saving us from needing to downloading the full set of installation files.

I'm curious though why the installer insists on "Oracle Database Client" and "Oracle_Database_SE2.zip" (files 8 and 9) for a Windows installation.

If one tries to run setup.bat with only having the Binaries extracted into ../Disk1, we get this error:

Download file 9_of_10.zip and re-run the Installer to find that #8 is also required:
