How does PeopleSoft determine valid Expense Mileage starting point and ending point addresses?

I am inputting valid Starting Point and Ending Point addresses when creating an Expense Report and Expense Type = Travel-Mileage. I am getting "Starting Point or Ending Point are not accurate" message. I need to determine why the message.

Starting Point = 100 East Tryon Road, Raleigh, NC, 27603, US

Ending Point = 5439 Josh Birmingham Parkway, Charlotte, NC, 28208, US

Both addresses are found when searching at http://elocation.oracle.com/elocation/ajax/index.jsp

I've narrowed it down to the Ending Point being the problematic address. I would like to understand the logic around how each address is interpreted.
