Expense Type with more than one effective dated row resulting on error message

When attempting to Copy to Expense Report from the TA, the messages shown below appear

User is unable to create the corresponding Expense Report; but when updating the last effective dated row of the Expense Type being used on the TA, specifically the Expense Type Edit from "None" to match the same value "Attendees" specified on the first effective dated row, the error disappears.

Also on another instance, no apparent changes were made to the same Expense Type being used on the TA and the error was no longer displaying.
