Random Message displaying for T&E Reviewer when "reviewing" ER

The message shown below has displayed for several T&E Reviewers, while they are approving an ER. It appears exactly after the Reviewer clicks on the "Budget Check" button of the T&E "Approve Transactions" page, but it does not stop the transaction from being successfully budget checked "valid" or "error"; in other words, the issue is not on the budget checking of the transaction, but on the transaction itself and not on the page, because it has only occurred for some transactions. We have been unable to replicate the message.
