2 Node RAC 19c - Issue with public vs private IP addresses

Apologies - I'm relatively new to oracle RAC.

We have a hosted EBS instance running a two node RAC. We do NOT have any public sites in public DNS on purpose - our entire system is behind a firewall and we access with VPN.

My understanding is that for a 2 node RAC - we need 9 IP addresses. This seems a bit excessive - however here's the configuration they shared with me (see below)

My understanding is we should only be using the Scan IP addresses to make connections to the database, and the scan IP's should be in a TTL = 0 round robin configuration so each time a connection is made you get a different IP address.
