Canadian Federal Basic Amount 14398.00 or 12719.00?

Hi, I am a little confused with the new Basic Amount and what is in PeopleSoft. We ran our source deduction update process to update everyone's Basic Exemption to 14398 in Employee Tax Data. HOWEVER, now that the amount in the Canadian Tax Setup table is 12719 all of our new hires have this amount as their basic due to us having Automatic Employee Tax selected. Most of our employees are NOT high earners. Should the basic amount at the employee level be 14398.00 to match the TD1 or 12719.00?

If it's supposed to be 12719.00 for everyone does anyone have any tips on how to update Can Tax Data for everyone?
