Database Install/Upgrade/Opatch (MOSC)

WARNING: ORACLE BINARY IS LINKED WITH QA_ON

Building a brand new database server running Windows 2019 and Oracle 19c.

After installing the Windows Database Bundle Patch : 19.13.0.0.211019 (33155330) and OJVM RELEASE UPDATE: 19.13.0.0.211019 (33192694), I am getting this warning message in the alert.log file "WARNING: ORACLE BINARY IS LINKED WITH QA_ON".

The message "WARNING: ORACLE BINARY IS LINKED WITH QA_ON" shows up in the alert.log file after the OJVM RELEASE UPDATE: 19.13.0.0.211019 (33192694) is installed.

Once I rolled back the OJVM 19.13 patch the warning message no longer is displayed in the alert.log file upon database startup.

Is there a problem with OJVM 19.13 patch?
