New project not appearing in list of values for pre-approved batch

Hi all-

Project Costing user, v. 12.1 here. I'm trying to test a new capital project type. I've created the type and associated it with a new template. I then created and approved a new project. Everything looks good, but when I try to select the new project number from the list of values, it does not appear. I can confirm:

-The project is in Approved status

-The project start date is before the expenditure date

-The project is NOT a template (confirmed that I didn't accidentally create a new template instead of a project)

-The expenditure org is in the project hierarchy
