Carry-over limit is not showing/recognized per the R07390A report

The rollover tables are set to carry-over 240 and 360 hours. Employees with 360 hours maximum limit are displaying accurately, but the employees with 240 hours limit are not carrying over (not displaying in the TO - Beginning balance report field and not calculating the amount lost on the R07390A report using Payroll Month PDBA Rollover process.

The table codes were reviewed, is there another program that reference the maximum limit?
