Consigned Item to be used as Non Consigned item as well

Hello All,

I have an business requirement , where Item A is setup for Supplier B , Site C as consigned in the corresponding ASL , the consigned flag at Master level-> General planning tab is not enabled for Item A.

The Same item A is setup for Supplier B, Site D as non consigned in the corresponding ASL.

is there a way we can use the same Item A as consigned and non consigned when we create a sales order. The item A should act as Consigned and follow the sales order consignment process and transfer ownership at ship confirm.

The business wants to use the same item A as non consigned item and should follow the normal sales order process where there is no change in ownership.
