Bidding room feature in strategic sourcing?

Is there a feature in PeopleSoft Strategic Sourcing where outside users can see a list of open contracts and bid for those contracts. Just like bidding room..

I cannot find anything. If this is not part of strategic sourcing, or part of something else, please advise as well. Any help is appreciated.

We are on PS - FSCM 9.2 Image 24 (moving to 33), PT 8.57.18
