Our JDE environments use WebLogic. Do I need to install Opatch to apply WLS patch?

I'm looking to apply the WLS patch set update to mitigate the Apache Log4j vulnerability, but the readme says to use opatch. We don't currently have opatch on our JDE servers. Do I need to install it, or is there another way to apply the patch?
