Why Enterprise Manager Database Express is so limited?

Oracle wrote "Enterprise Manager Database Express which is delivered with Oracle Database 19c is based on Oracle JET (Javascript-Extension-Toolkit) and provides performance-reporting functionality only.

So it is intended that there is no server-tab."

Question is if it is possible to change this. In the past we had the Enterprise Manager tool and now in new versions, we don't have this basic tool. Why?
