Essbase 21.1.0 version: "Restructuring of Database [XXXX] Failed" error w/ data in cube.

In the process of building out a new environment as we're migrating from 11.1.2 to the E21C, and I noticed I'm unable to update the outline in either the new Essbase UI or EAS Lite if there is data in the cube, where I get a "Restructuring of Database [XXXX] Failed" error. I would have to delete all data to successfully save the outline changes and then reload the cube.

Direct copy from the old environment, where it is able to save the outline without having to delete all data.

Update: additional error message

"Failed to perform curl request with error [SSL peer certificate or SSH remote key was not OK] to the following address [serveraddress/essbase/rest/v1/event/OutlineRestructured]"
