Finalizing OE for 2022 terminated some health benes, AD&D, and savings plans.

We finalized OE2022 and discovered that multiple employees and retirees had other benefits terminated when OE was finalized. We have reviewed the event rules and eligibility rules and can't find any issue with our configurations. We recently upgraded to PUM36 from PUM20 but we are not using Fluid for OE, we remain on Classic. We tested by reopening OE but elections do not open and the health benefit for the new plan year is terminated. PT 8.58
