Blank location on Cycle count

How the below scenario could be handled via cycle count?

We have a location defined in F41021 on which there is zero QOH. But we have few physical qty left in this location. Now how can we bring this qty in system (F41021) through cycle count?

Or what would be the other way for this-Will it be IA?
