Dynamic Basic Personal Amount Calculation no longer necessary (Canada)

I was wondering if there would be changes made to the cobol from patch 33557216 given that the Canadian government has made this dynamic calculation not mandatory for employers any longer. Will this change be optional or is it a prerequisite for other updates? Having the 12,719 as the default for all employees creates a lot of confusion because it shows up on their pay stub and it is not their true Basic Personal Amount (unless they qualify).
